I am echoing you here. It is magnificent but I have never heard of one. Where did you find it, and besides looking lovely is there a purpose?

Oh! A rain chain is a lovely accessory because it’s a substitute for a plain downspout conduit. You hang it from the end of the eaves where the water drips down. You can google it to see. Here’s one:
